What are CPV codes and what are they used for?

CPV stands for Common Procurement Vocabulary, the EU's standard classification for describing what a public contract is about. It was established by Regulation (EC) No 2195/2002 of the European Parliament and of the Council and amended by Commission Regulation (EC) No 213/2008; the version in force is the 2008 vocabulary as revised in 2013, and it has not changed since. Buyers must state at least one CPV code on a contract notice, and suppliers use those codes to filter tenders and subscribe to the ones relevant to them.

What do the digits in a CPV code mean?

A CPV code is eight digits plus a check digit after a hyphen, for example 45453000-7. The first two digits are the division (45 is construction work), three digits give the group, four the class, five the category, and digits six to eight add further refinement; there are 45 divisions in all. The ninth digit simply verifies the eight before it and is not part of the classification, so 45453000 and 45453000-7 are the same code.

How do I find the right CPV code for what I am buying or selling?

Search by plain description rather than by number: type what the contract is actually about, then compare the wording of the candidate codes and pick the one that matches most closely. The site covers all 9,454 codes of the main vocabulary in 23 EU languages, plus the 903 letter-based codes of the supplementary vocabulary (such as AA01-1), which add detail like material or intended purpose. cpvcodes.eu is an independent search tool: it is not affiliated with the European Commission and is not an official EU source.

Why does it matter which CPV code you choose?

Suppliers build their tender alerts around CPV codes, so the code on the notice decides who sees it at all. A code that is too general buries the contract among thousands of unrelated notices, while the most specific accurate code puts it in front of firms that actually do that work. The key word is accurate: do not stretch a specific code to cover something it does not really describe.

What is the difference between CPV codes and NUTS codes?

CPV says what is being bought; the NUTS code on the same notice says where the contract will be delivered or performed. The two appear together on contract notices, including those published on TED, the EU-wide publication for notices above threshold. The version in force is NUTS 2024, which has 1,971 units across four levels in 39 countries and has applied since 1 January 2024.
